…fig (WI-2716) Every git command on the import-pr scratch repository runs with GIT_CONFIG_NOSYSTEM=1 and GIT_CONFIG_GLOBAL=/dev/null, so a global url.<x>.insteadOf, includeIf or credential helper cannot redirect the fetch or see the token. HOME and the token's GIT_CONFIG_* header are unchanged; other mirror commands are untouched (Mirror::scratch). The clone temp dir is now chosen by an internal parent-taking fn (prepare_clone_in / doc-hidden import_source_in). Production still uses the system temp dir. The test checks an empty tempdir it owns, instead of counting graft-mirror-import-* dirs in the shared temp dir.
