Phase 1 of the CI review (runner classes), WI-3141.

  • runs-on: ci-small (ARC scale-set name, no self-hosted label) passes instead of failing as GitHub-hosted. Must merge before WI-3080 rolls ci-small out.
  • A self-hosted selection naming no class label is a warning by default (149 bare [self-hosted] jobs exist org-wide); --require-class makes it fail once they are classified.
  • Help text examples now name class labels.
  • Not changed: publish stays a normal label on every Linux runner (operator, 2026-11-03).

Inline copies of the rule that also reject ci-small and need their own edit: vogt runner-policy.yml (case *self-hosted*), graft ci.yml (every job names a self-hosted runner).

Tests: pytest tests/test_runner_policy.py 18 passed. Not merged; oversight merges.

An ARC scale set is selected by its name alone and carries no self-hosted
label, so 'runs-on: ci-small' failed as GitHub-hosted. Allow the set name
as the whole selection. A self-hosted selection that names no capability
class is now reported as a warning; --require-class makes it fail, for
when the bare [self-hosted] jobs have been classified.
