Description

This PR resolves RUSTSEC-2026-0347 by updating rustls from 0.23.41 to 0.23.46 in Cargo.lock.

In Rustls versions 0.23.44 and 0.23.45, when a server rejects Encrypted Client Hello (ECH), buffered application data queued via ClientConnection::writer() was encrypted and sent to the client-facing outer server alongside the ech_required alert. This violated RFC 9849 §6.1.6 and could leak application data intended for the inner server. Rustls 0.23.46 fixes this ordering behavior and properly aborts with ech_required before sending application data.

Closes #887
