Bumps PyJWT 2.13.0 -> 2.15.1 in requirements.txt and backend/requirements.txt. This clears alerts 74-96. Alerts 86/97 (GHSA-gvp8-978c-rx2q, options-dict mutation in decode) have no patched version listed, and ABCT never calls decode.
Tests: 620 passed, the same as on 2.13.0.
