New pip / gem build should update entry in Dependency tracker

This way we can be sure if all dependencis are taken care of besides we need to put active monitoring on all python and ruby code to ensure insecure libraries are not in use by upstreams.

Looks like we deleted this but need to restart this. a single repo with gemfile.lock and requirements.txt and a watch over that would be a good idea.
