Runtime libraries were resolved through a hardcoded list of repositories, including Paper's obsolete Maven Central URL. The Kotlin loader now uses PunisherX's manifest format: named repositories, string or coordinate/repository entries, and one resolver per selected repository.

Central libraries use Paper's configured default mirror. SyntaxDevTeam snapshots and releases select their respective Nexus repositories; each non-Central resolver also includes Central for transitive dependencies. Invalid, missing, or unexpanded manifests fail bootstrap with a descriptive error. Dependency versions are preserved.

Validation: full test build passed: 240 tests, including 7 loader regression tests, with no failures or errors. Verified expanded manifests and unique ZIP entries in the built Paper JAR. Added runtime library documentation. A live Paper/Folia server start was not repeated.
