top_up ignores the minimum deposit #249

Closed

Description

@Ashborne267

Summary

min_deposit is enforced in create_stream only, so a donor can top up a
stream with a dust amount that create_stream would reject with
DepositTooLow.

Acceptance criteria

  • Apply the same minimum in top_up (or document why top-ups are exempt).
  • Add a test for a below-minimum top-up.
