PR Summary

Low Risk
Only .mergify.yml automation is changed; no runtime product code or security-sensitive logic.

Overview
Adds Mergify automation to cherry-pick merged main PRs onto release_2.10-1.6.1 when the PR carries request-backport-release_2.10-1.6.1. Created backport PRs get backport-release_2.10-1.6.1 and are included in the existing Auto-merge clean backport PRs rule alongside the other backport labels.
