Strongname/sign the assembly (again) and bump openMCDF

Dear Kees,

lately the package is no longer strongly named and signed. Can you please bring that back? Secondly , given that openMCDF is flagged vulnerable in 3.1.3, it would be nice to see it bumped to 3.3.0 (or 3.2.0 if the other is too fresh ;-))
