Can somebody explain why significant issues are just closed without being fixed?

Examples

• The method for partial update is called UpdataPartial #53: Marked as fixed but it isn't
• updatePartial does not overwrite exisitng pixels when updating previous region.  #62: Severe and reproducible bug just closed as not planned.

Am explanation would be very much apreciated.
