Provide a custom implementation off sockets with a handling of IOCompletionPorts. This means dealing with raw socket handles, providing a poller for a completion port and dispatching the results. No packing of NativeOverlapped should occur as we can go very low level leveraging the message orientation of a RampUp (no callbacks, just messages being published/sent)
