Adds the LICENSE file (MIT) that the project was missing, and aligns the declared license across README and pyproject.toml to MIT — matching the upstream mongfontbuilder sources, which are MIT-licensed. Because mongol_norm/rules.py is ported from mongfontbuilder and the bundled mongol_norm/data/*.json is generated from it, NOTICE retains mongfontbuilder's required MIT copyright notice (Copyright (c) 2023-2025 Kushim-Jiang) along with the UTN #57 / Unicode attribution.
