docs: add py-test-swarm agent instructions

Adds the py-test-swarm agent persona, system prompt, and rule set to the .claude/agents/ directory as requested.

What

Created .claude/agents/py-test-swarm.md containing the detailed specification for the L1 test orchestrator agent, including its memory requirements, project context, decomposition rules, L2/L3 agent prompts, telemetry schema, and definition of done.

Why

To define the behavior and operational parameters for the py-test-swarm AI agent within the BioETL project's agentic framework.

Verification

• Verified file creation at .claude/agents/py-test-swarm.md.
• Ran uv run pytest tests/unit/domain -n auto to ensure no regressions.
• Code review approved the changes.

Result

The agent instructions are correctly placed in the project documentation directory.
