GeoDCAT-AP 3.1.0 section A.5.2 Overview of bindings for GeoDCAT-AP Extended includes DataService in the Domain for dct:identifier:

However section A.7.5 Unique resource identifier - *not in ISO 19115 core (mentioned in the Comments above) provides examples for gmd:MD_DataIdentification but not srv:SV_ServiceIdentification.

srv:SV_ServiceIdentification_Type does not contain an identifier field, so it is not clear what INSPIRE property should be mapped to dct:identifier for a DataService.

Unless I missed a service ID in INSPIRE, I think the service endpoint URL might be the most stable (and guaranteed unique) ID we could use?

It looks like it's even suggested as an example in section 7.6 Data Service (assuming "URI" is the endpoint URL, but what other URI would there be?):
