Summary
Fixes #258. Add only the two reviewed PHP/Rust installed-fixture source locations for the already canonical chat intent. The registry identifier, classification and protocol behavior are unchanged.
Extend the existing source-audit test module with six offline inventory regressions and invoke that module from the existing required fixture path. Update only the three affected working-main integrity pins. Historical releases and assets are not changed.
Validation actually executed
bash tools/run_profile_fixture_contract.sh: PASS in an isolated Python 3.12 environment against the complete local sibling source inventory.python3 tools/audit_intent_sources.py --check: PASS.python3 -m unittest discover -s tools -p 'test_audit_intent_sources.py': 8 tests PASS.python3 tools/generate_implementations.py --check: PASS.python3 tools/check_spec_release_integrity.py: PASS, 269 pins.python3 tools/check_public_artifact_closure.py --all-public: PASS, 529 artifacts.git diff --check: PASS.Unknown sources, unknown identifiers, classification drift and missing inventory still fail closed. Missing sibling repositories remain the existing hosted-audit limitation; this PR does not claim hosted checks exercise absent siblings.

No wire/schema semantics, intent promotion, dependency, deployment, release, qualification candidate, support matrix or qualification credit changed. Published
