Release storage baseline reconciliation fix

Summary

Release the official storage baseline reconciliation fix from develop to main.

Included fix

• stale legacy object references no longer block the entire official baseline
• physical object sizes remain authoritative and non-404 storage errors fail closed
• reconciliation uses bounded concurrency and progresses in batches
• the resource UI no longer displays a placeholder 0 B before reconciliation is authoritative

Validation

• feature PR Fix official storage baseline reconciliation #322 CI passed for Server and Web
• Server resource tests: 9 passed
• Web tests: 161 passed
• Server and Web production builds passed
• changed-file ESLint and diff checks passed
