…alls OCI's shared _work mount does async (non-sync) NFS writes under heavy load, which has been silently truncating the tail of files extracted from the Python toolchain (e.g. the bundled pip wheel reports the correct size but ends in zero bytes, failing zip validation). Point RUNNER_TOOL_CACHE at the runner host's local disk instead.
