Chores
GPU CI now uses a pinned, checksum-verified version of its RunPod command-line tool.
ws1-gtest-gpu and ws1-chain-gpu fail at "Configure runpodctl" before any
test runs. They install releases/latest (v2.14.0 since 2026-09-10), whose
deprecated `config --apiKey` aborts with
`Config File ".runpod.yaml" Not Found` when it is the first runpodctl
call on a fresh HOME. It only succeeds once an earlier call has created
~/.runpod/config.toml, which is why gpu-ci, whose install step happens to
run `runpodctl version` first, got past the same command.
Drop the config step in all three workflows. runpodctl v2 reads
RUNPOD_API_KEY from the environment, and every step that runs
ci/run_gpu_ci.sh already exports it, including the cleanup trap that
calls `pod remove`. Verified for v2.9.0 inside `unshare -rn`, from a
fresh HOME after `runpodctl version`: without the variable `pod list`
fails locally with no_credentials, with RUNPOD_API_KEY=dummy it gets
past the credential check to a network_error, and config.toml keeps
`apikey = ''` throughout. v2.14.0 behaves the same.
Pin the download to v2.9.0, the version gpu-ci run 31455127310 exercised
end to end (pod create with sold-out fallback, pod id parsing, pod get
polling, SSH, cleanup), and verify it with sha256sum -c against the
runpodctl-linux-amd64 line of checksums_2.9.0_sha256.txt
(06e6f54957db79d5cd9f1909a7f1d365076826751ba2f5df65d75dde43a64148),
which matches GitHub's asset digest.

Follow-up on the rank-local preflight fix (40d4d63): four-rank Gloo mismatch tests now cover a rank reentering begin_step or reaching execute from an inactive state, with all peers rejecting before data transport. The targeted collective suite is 49 passed and DCO is green.
The temporary latest-main integration tree with current #630–#634 heads (c06cd92) also passed 1066 tests, 6 skipped (218.03s) across DSV4, distributed collectives and Megatron canonical CP gradients. Six pinned mLite/aiter source paths and TRITON_F32_DEFAULT=ieee were set as documented in the source provisioning script. This remains one-visible-GPU evidence, not multi-GPU ROCm or Graph signoff.

Gate secret access for fork PRs under pull_request_target.
The review job runs for fork PRs and receives repository secrets. The trigger on line 7 is pull_request_target. The job's if on line 49 checks only OCR_REVIEW_ENABLED and draft status. It has no fork check and no environment: key. OCR_LLM_URL and OCR_LLM_AUTH_TOKEN are bound at lines 56-57 and passed to the action at lines 81-82. The action sends the PR diff to the LLM, and fork authors control that diff. Any external author who opens a non-draft PR can therefore use the LLM quota. Injected text in the diff can also influence the bot's review output.
The background prompt on lines 112-114 tells the agent to treat repository content as data. A prompt does not restrict what the agent can do with the token.
Run the review job in an environment that requires maintainer approval before secrets are released:
Move OCR_LLM_URL and OCR_LLM_AUTH_TOKEN to secrets on the ocr-review environment. Keep the repository-level copies only if other jobs need them. Confirm that the pinned action at line 78 does not give the agent shell or network tools that PR content can drive. Its source is outside this repository.

Include Ascend kernel sources in reviews.
OCR v1.13.3 does not allow .asc by default. A change to csrc/ascend/attention/deterministic_attention_backward_ascend.asc is therefore excluded before the csrc/** rule can apply. (raw.githubusercontent.com)
Add asc to this include pattern so Ascend kernel changes receive automated review.

The saved local construction error is never raised. The failing rank gets a generic error instead.
Every rank, including the failing one, receives its own (signature, valid) tuple from all_gather_object. When local_error is set, valid is False. _agree then calls require(all(peer[1] ...)) and raises Dsv4CollectiveError("invalid DSV4 phase state or layout on a rank") on all ranks.
Execution never reaches Line 71. The real cause is lost on the failing rank. Examples are "rank outside sealed group", "unvalidated DSV4 collective transport", and "tp rank partition differs from sealed plan". That rank sees a message about phase state, which is misleading for a constructor failure.
Wrap _agree so that the failing rank re-raises the saved error. Chain the agreement error to keep both causes visible. Line 70-71 then becomes unreachable and can be removed.

Local failures in subgroup transport construction can hang peer ranks.
Each cls(group=groups[dimension], ...) call in Dsv4ParallelCollectives.__init__ can block on a collective over that subgroup. A rank that raises before that collective skips it, so its peers wait in it. The preflight _agree call runs before the transport loop and does not cover this window. The except at parallel_collectives.py:73-82 only closes local state, so it does not release the waiting peers. A correction needs a rank-wide agreement at the transport's own collective boundary. Capturing local errors before _agree does not fix this.
The _initialize_ipc_transport path in RCCLDeterministicCollective is the concrete case. Its _C.deterministic_collective_rocm_ipc_allocate and _C.deterministic_collective_rocm_ipc_meta calls are not in a try block. A local exception there skips dist.all_gather_object(gathered_metadata, ..., group=self.group). The None check after that gather exists, but local_metadata can never be None, so the sentinel path is unused.
The same ordering applies to the base class. TorchDistributedDeterministicCollective.__init__ issues _validate_matching_capacity(), which performs dist.all_gather_object over self.group, so a local failure before it leaves peers blocked in the same way.
Peers stay blocked until the configured process-group timeout. They then raise. Ranks in other subgroups can advance to the next dimension and block on peers that already raised.
Use a world-group agreement after each transport constructor. The transport must also report its local failures at its own gather. Without that, the world-group agreement cannot run on the failing subgroup.

Review comment at @rl_engine/models/deepseek_v4/parallel_collectives.py around
lines 73 - 82:
Update Dsv4ParallelCollectives.__init__ to catch each transport-construction
failure and perform a world-group agreement after each constructor, before
advancing to the next dimension. Make transport initialization collective-safe
at its own subgroup boundary: in
RCCLDeterministicCollective._initialize_ipc_transport, ensure failures from the
IPC allocation and metadata calls still reach the metadata gather; apply the
same failure coordination around
TorchDistributedDeterministicCollective._validate_matching_capacity.
