GLOBAL commits a relayed spend's outputs into blocks that only the owning shard's committee delivers. A split's latent spine shards have no provers, so an output routed into one waits with no committee to deliver it, and no line said which shard an output went to or that its owner was unstaffed. Each executed header that commits outputs or escrows now logs one info line counting them per owning shard (full filter) with that shard's active provers. An owning shard with none gets a warning at its first commit, a reminder at most every 10 minutes while it stays so, and an info line with the wait's duration once provers join it or it leaves the grid. Logging only: no state is written. `token shield-all` also names, at info, the shard and active prover count of each coin it leaves because no live shard covers it. A staffed owning shard that executes no header at GLOBAL in the 32 frames (the accumulator heartbeat) after outputs were committed to it gets the same warning and reminder, and an info line once a later header of it executes or it leaves the grid.
