Add svg template tag (alias of html) with docs, tests, and version bump

Motivation

• Provide a semantic template tag for authoring SVG snippets that has the same interpolation behavior as html and improves editor clarity and hinting.
• Ensure the API, documentation, README and tests expose and validate the new svg helper alongside existing html/raw helpers.

Description

• Export svg from src/index.ts and implement it as an alias to html in src/misc/tagged-html.ts via export const svg = html.
• Add a new API doc page docs-site/src/content/docs/api/svg.md and insert svg references into README.md, docs-site/src/content/docs/api/html.md, docs-site/src/content/docs/api/raw.md, and docs-site/src/content/docs/api/index.md.
• Update tests/misc/utils.spec.ts to import and assert the svg tag behavior and bump package version from 1.5.4 to 1.5.5 in package.json.

Testing

• Ran the unit test suite with yarn test (which executes vitest) and all tests, including the updated tests/misc/utils.spec.ts covering svg, passed.
