Problem

ubuntu-latest now runs Ubuntu 26.04. actions/setup-python has no Python 3.11.11 build for 26.04, so six jobs fail on main and on every PR (Mypy, Package build, Public API snapshot, Ruff format, Ruff lint, Strict type smoke):

The version '3.11.11' with architecture 'x64' was not found for Ubuntu 26.04.

Fix

Pin Python 3.11 by minor version instead of the exact 3.11.11 patch. setup-python then picks the latest 3.11 patch that has a build for the runner image (3.11.18 for 26.04 today).

The release workflow had the same 3.11.11 pin in three jobs, so it is changed too. The changed places are:

• .github/actions/setup-python-dev/action.yml (default input)
• .github/workflows/ci.yml (3 jobs)
• .github/workflows/release.yml (3 jobs)

This is a CI-only change, so there is no changeset. PostHog/posthog.com#21771 is a similar fix for an old Python pin.
