Summary
Brings main up to dev so CI on main runs with the merged #759 changes. Main and dev matched before #759, so this PR contains only #759:
rust.ymlnow also runs on pushes todev(samerust/**path filter) and Swatinemsave-if: ${{ github.ref == 'refs/heads/dev' }}.
