Implements OdyxeeeLabs#650: message passing (LayerZero/Wormhole), remote execution, state sync. Source: contract.md § Access Control & Governance (OdyxeeeLabs#20). - Add contracts/cross_chain_governance with multi-bridge wire format support (LayerZero LZ_GOV_V1, Wormhole WH_GOV_V1, Native NATIVE_GOV_V1) - Replay prevention, monotonic sequence tracking, and trusted remote senders - Remote execution with immediate invocation or queued timelock execution - Bidirectional state sync for proposals, voting power, parameters, and state roots Closes OdyxeeeLabs#650
