Automates CNCF application form sync and streamlines process - #7
Merged

Conversation
Introduce an automated workflow and scripts to keep the template's internal CNCF sandbox application form definition (`cncf-form.json`) synchronized with the upstream `cncf/sandbox` `application.yml`. For applicants, the submission script now fetches the live CNCF form, eliminating the need for manual form syncing. This also updates critical requirements guidance and removes outdated checklist items. Workflows are adjusted to run only on template or forked repositories as appropriate.

Summary
Automates the synchronization of the CNCF sandbox application template with the official upstream form, ensuring template artifacts are always current. This change introduces a new workflow for template maintainers and streamlines the application process for projects by having submissions automatically validate against the live CNCF form. It also consolidates several critical requirements into field guides, reducing the checklist item count from 33 to 29.
