feat: Centralize application workflow and tracking to APPLICATION.md ``` This release refactors the entire CNCF sandbox application workflow, establishing `APPLICATION.md` as the single source of truth for all application content, detailed instructions, and checklist items. Key changes include: - All detailed field guides and application content now reside directly within `APPLICATION.md`. - `README.md` is transformed into a dynamic progress dashboard, mirroring the checklist status and PR/issue links from `APPLICATION.md`. - New GitHub Actions and Python scripts enable automated linking of pull requests to checklist items and automatic checkbox completion upon issue closure. - The `bootstrap-issues.sh` script, issue templates, and contributing guide have been updated to reflect the new, streamlined process. This aims to simplify the user experience by providing a consolidated environment for working through the application. ```
