The shared repository standard lacked its own support files and still described an unconditional release prohibition.
This PR adds CODEOWNERS, Actions Dependabot, EditorConfig, ignore rules, changelog and the repository's main-only release policy. It aligns the general standard with squash-only merging and the scoped HACS publication exception, and refreshes the byte-identical repository-contract mirror to accepted canonical revision 0cf8e7c19f2db1b0eccbbf30465f167c15858c24. Root compatibility links keep publication references usable from the mirror.
Validation: independent review; both existing standard/mirror validators; JSON/YAML parsing; git diff --check. No release automation or device behavior changes.
