Migrate the Fern site to canonical About/Get Started/Resources navigation with catalog components, container release pages, Framework vs Platform guidance, and NVIDIA style updates across hub content and the org README.

…org README - Replace the "NeMo OSS" term with "NeMo Open Source Software" across the Fern hub pages, READMEs, and taxonomy; spell out bare "OSS" where it means open-source software. URLs, slugs, and the GPT-OSS model name are unchanged. - Add a rightmost "Notes" column to the org README repository table for individual teams to add extra detail or context.
