Introduce NOEMETRA systems-research identity and visual assets

What changed

• Introduced NOEMETRA as the public-facing name of the existing independent research workspace; the GitHub organization handle remains Northguard-Security.
• Replaced the profile banner with original vector geometry: observation field, calibrated axes, waveforms and measured markers.
• Added reusable dark avatar and transparent mark, plus light-surface horizontal lockup.
• Refocused profile copy on software, systems, signals, and evidence, preserving links to the four real public repositories and their stated research limits.
• Updated contribution wording, created a visual identity guide, and documented a staged organization rename with rollback and API-link risks.
• Extended the profile CI to parse all four SVG assets and enforce naming, links, safety, and migration documentation.

Out of scope

No organization rename, account-avatar upload, changes to public/private software, automatic topic updates, domain claims, or trademark claims. The mark and copy can be reviewed at the current organization URL before a handle migration.

Validation

GitHub Actions must validate XML assets and profile integrity; previews should be inspected visually before merging.
