The MOM6 output logging capability needs to be refactored to

allow configuration via input.nml rather than ESMF Configure.

to accomodate several scenarios which were either not forseen at the time of the initial implementation or were left as TODOs.
- enabling instantaneous history logging in addition to time-averaged
- enabling multiple output frequencies in a single run (eg hourly as well as 6-hourly)
- enabling logging when io_layout is not (1,1)
