Summary

Atomically replace existing canonical JSON markers using a same-directory temporary file, fsync, and os.replace.
Keep the previous marker intact and remove the temporary file if replacement fails.

Separate regression tests are in draft PR Test CIFS canonical marker updates during shallow-storage migration #40 against test-suite. The positive test failed against unchanged master and passed against this branch.
Full test-suite against this branch: 251 passed, 4 skipped.
python -m compileall -q admin _data __workflows; git diff --check.

Merge order: merge this production PR before the separate test-suite PR #40. No test files are included on this deployable branch.
