Adds an additive Podman build and smoke verification workflow (.github/workflows/podman-smoke.yml) and PODMAN.md developer guide for ngen-bmi-forcing. Runs on ubuntu-24.04 with GHCR authentication for ngen-dependencies-bookworm, building with --format docker and validating the bash entrypoint, NextGen_Forcings_Engine and ewts package imports, and git provenance metadata. Purely additive with zero impact on existing cicd.yml or release tags.
