The subsetter in the dashboard defaulted to using the legacy NHF namespace. This namespace is not present in the archive file given to OWP. This also meant the subsetter could not use OCONUS. Updated to include a dropdown for domain and selecting namespace. Also changed tiles from proprietary carto to OSM.
Removes RISE tests as this API is not usd and tests frequently fail.
