This pull request adds the AI Portfolio Builder to the BuildVerse project collection.

The application enables users to create a professional developer portfolio through an interactive form with live preview, customizable templates, theme personalization, and export functionality. It is built as a fully static web application using HTML, CSS, and JavaScript, following the BuildVerse contribution guidelines.
