Overview
Updates the Check workflows job in main.yml so the actionlint installer is fetched from a different pinned commit on rhysd/actionlint (0x47d637… instead of 7fdc963…). The downloaded actionlint version stays 1.6.22; only the bootstrap script URL changed.
