Purpose and background context

Add digitalcollections as a source.

How can a reviewer manually see the effects of these changes?

Review Digital Collections records in our Dev1 UI. Note: Reload the page if you get a 500 error since the Dev1 goes to sleep if unused.

* TIMDEX needs to support Digital Collections as a source

How this addresses that need:
* Add digitalcollections to Config.py as a timdex and use alias as well as a source_harvester

Looks great! If it's just a clean new source + OAI harvester configuration, seems pretty straight-forward.
