The Module refused a loot Durable Request with prose, and the Gateway searched the rendered error text for a `loot_tag_ineligible:` prefix. One shared `LootRefusal` enum now carries the contract as a stable tag; the reducer edge sends only the tag and keeps the detail in the Module log. The Gateway parses the tag from a Rejected reducer and maps it to one `SMSG_LOOT_RESPONSE` error code. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

Loot handlers searched human failure text and treated uncertain Durable Requests as gameplay refusals. The Module now emits stable LootRefusal tags. The Coordinator maps those tags into typed Store outcomes, including roll votes and master-loot assignments. Unknown loot tags, timeouts and transport failures end the World Session.
Answered GameObject refusals clear a stale open loot target before replying. Taxi flight remains an expected looter refusal. Rejected Operator and missing Actor failures have a separate typed contract and stay fatal.
Only GameObject use and skinning keep the legacy unanswered behavior for untagged core refusals. The current skinning core uses those refusals for normal empty-corpse cases. Creature-loot open, money and item-take calls reject every untagged result.
Master-loot delivery treats an absent recipient and the stable inventory-capacity result as typed Refusals. Missing templates and unknown delivery failures remain errors. Skinning fixture refusals and infrastructure failures have separate controls.
Verified with 1,348 Gateway tests, shared tag round trips, strict and legacy outcome classification, loot-window transitions, and missing-Actor, vote, master-loot, timeout and transport-failure regressions.
