Part of #845, items 1 and 2.

Problem

  • After a login start, a black rectangle showed at the top of the screen. The island window was created visible before the desktop had settled.
  • Plan pills appeared before they had any numbers (a row of dashes), and Codex was asked again on every look, so its pill showed even when Codex wasn't used.

Fix

  • tauri.conf.json: the island starts hidden. lib.rs gives the webview a transparent background and, on a login start, shows the island only once the session has settled (uptime ≥ 60 s, via a new platform::uptime()).
  • A plan pill shows only when it has numbers (hasNumbers). After a failed Codex ask, it waits 10 minutes before asking again.

Testing

  • Interface tests: 429 pass. cargo test --release -p coucou-hook -p coucou --lib: 473 pass.
  • On Windows 11: logged out and back in with start-at-login on. No black rectangle, and no Codex or dash pills when Codex isn't used.

- The island's background is set transparent outright, and after a login it
waits for Windows to settle (a minute of uptime) before showing: shown any
earlier, the transparent window stayed a black rectangle.
- The Claude and Codex plan pills only show once they have numbers; Codex is
asked when the overview opens and, with no Codex installed, again ten
minutes later rather than on every look.
