[Ohualtex]

Adds Turkish (tr) localization to macOS, Windows, and Linux, including language selection and system locale detection.

• Translates 332 macOS catalog entries and 297 platform-specific entries, preserving placeholders and Turkish counted noun forms.
• Registers Turkish in the macOS language picker and bundle configurations, TypeScript and Rust language lists, and the translation generator; updates the generated translation table.
• Adds regression coverage for Turkish translations, locale resolution, interpolation, plural forms, fallback behavior, and cross-platform registration consistency.

Validation: 366/366 Node tests passed, TypeScript checking, translation generator freshness, production frontend build, and diff checks passed. Browser previews covered the settings view and permission card at the actual window width. Rust tests and native macOS/Tauri builds were not run because the required toolchains were unavailable.

German localization is tracked in #436 and implemented separately in #437. Both PRs touch shared language registries, so the tr and de entries will need to be retained when combining the changes.

I rebuilt the Turkish contribution directly on the updated main used for validation, completed the newly added strings and kept the change focused on 11 localization, registration and test files in one commit. Closing this PR in favor of #700; the new PR references this discussion to preserve the earlier context.
