I can't select which tiles to work in my second city. The specialist slots displayed in the right panel and also the population displayed in the left panel are both of my first city, not the city I'm currently viewing (which has no specialists and a population of 3). Tried resetting tiles, reinstalling VP, clearing cache, etc.
