Multi-repo on v2: agents aren't told about, or granted, listed folders that aren't Git repositories #346

On v2 multi-repo (#338), only Git repositories reach the agent. A folder the .code-workspace lists that is not a repository (../design) is not named in the runtime instructions and not granted to the provider, and asset URLs for files inside it are not served. Asked to list its folders and read Design/guide.md, Claude lists team, api and attachments, and finds the guide only by searching outside its working directories. The pre-v2 branch handed these folders to agents (#334).

Expected: every listed folder that exists is described to the agent with the file's name and its absolute path. Claude, Codex, Antigravity and OpenCode grant the ones outside the cwd. Asset URLs inside a listed folder are served from that folder.
