docs(agents): add the Praxis development conventions - #605

Point agents at the canonical Praxis conventions doc and the policy repo's port of it, with the short list of load-bearing rules. In praxis-proxy/policy, that repo's deliberate divergences take precedence over the shared doc. AGENTS.md, placed before "PR Workflow".praxis-proxy/praxisdocs/developing/conventions.md, as the authority.praxis-proxy/policy's port of it,docs/dev/conventions.md, merged with policy#211.
