Repair isolated local tox gate environment without masking the failed run #1251

Local tox dependency environment selected incorrectly under inherited Conda
PR #1239 exact head 03dd4bc918566ceffd43692ef1ed865419a441aa passed direct
full pytest (4,952 passed, 15 skipped) and all three CI jobs. The literal local
default tox run failed its py environment during collection (195 errors,
missing project dependencies), after five preceding tox environments passed.
This is not a successful complete local gate. The worktree is unchanged.

The empty .tox/py has no project dependencies or pytest. Under inherited
CONDA_DEFAULT_ENV=base, Poetry does not honor the intended tox virtualenv;
the actual command found the base pytest 7.4.3, not the approved environment's
pytest. Independent read-only probes confirm that clearing CONDA_DEFAULT_ENV
and CONDA_PREFIX makes explicit VIRTUAL_ENV=.tox/py select that exact
environment. Verify its resolved path before any installation to avoid changing
the shared approved Poetry environment.
Bounded remediation: install exact locked dependencies without the root package
into this isolated tox environment, then rerun unmodified default tox, lock and
merge-config gates at the same clean commit with Conda markers cleared. Do not
skip tox environments, override commands, hide the original failure, alter
dependency pins or restamp the earlier full-pytest result. A separate receipt
must bind both the original pytest evidence and the fresh remaining gates.
No production transforms or merge are involved. A pass remains pending.

#1251 was diagnosed as missing dependencies in the local tox environment plus
inherited Conda selection. After an independently reviewed isolated locked
dependency setup, the remaining default tox/lock/config commands passed at the
unchanged clean source head. No tests were selected away or disabled.
