"Try in browser" links don't work with the default cloud library on web

Steps to reproduce:

1. Go to https://dev.zoo.dev
2. Expand the "Zoo Design Studio" nav
3. Click "Try in Browser"

Expected:

A demo project is opened with the Zookeeper pane expanded.

Actual:

A somewhat cryptic dialog is shown:

This also applies to prefilled prompt links like those on https://dev.zoo.dev/zookeeper, which is likely the same bug.

• Immediate mitigation: update the website’s “Try in browser” URL to use layoutId=zookeeper instead of the stale layoutId=ttc. This URL works in prod today, it's a fallout from Rename all "MLephant" and "Text-To-CAD" surfaces to "Zookeeper" #12470. I'll link the website PR soon
• Backward-compatibility fix in modeling-app: add support for the legacy ttc layout option so existing/old links continue to resolve correctly: Allow legacy layoutId=ttc commands #12958

The PR that landed helped getting rid of the cryptic command in the palette but didn't solve the automatic creation or reuse of a project and navigation to it.
