Write bash script that starts few things
Makefile?

• Enable camera
• Install dependencies for python scripts - setup.py
• Creates simlink to bash scripts

Enabling camera requires you to edit the file /boot/config.txt to have two variables set:

start_x=1             # essential, for camera
gpu_mem=128           # at least, or maybe more if you wish
disable_camera_led=1  # optional, if you don't want the led to glow

And then reboot. Documenting, not going to automate for now.
