feat(gate1): fixture memories and graph-grounded hybrid D - #18

Gold is locked first. Tasks are locate, decision, mismatch. C reads fixture memories only (no live Engram). D selects memories whose entities overlap the graph, including ghostFn via consumer. Not a live WAVE and not a broker authorization.
