Choose between py-numpy@2.4.6 + py-pandas~performance or py-numpy@2.3.3 + py-pandas+performance

Description

Provide option in configs/common/packages.yaml to choose between py-numpy@2.4.6 + py-pandas@2.3.3~performance (preferred/default) or py-numpy@2.3.3 + py-pandas@2.3.3+performance. The latter can be selected by adding this to the site config:

py-pandas:
  require:
  - '+performance'

This required updating the spack stack check-preferred-compiler extension so that it understands and processes any_of, one_of, ... correctly.
