Second live end-to-end run (real bots from the DB, real gateway models, the real CLI, throwaway clone of easyadmin): the planner, told in #14 "do not change any file" in its discussion turn, wrote its package anyway and used its 20 steps before the closing step began; the doubled closing budget (40) was then not enough for ~20 task files (and the run took 27 min on slow free models).

  • The closer's discussion turn is read-only by the tool list (scopeFor), not by a request in the prompt; in the closing step it has full tools. Other writers unchanged; with ROOM_CLOSING=off, in planning mode or on the Subscription engine nobody is held back.
  • The closing step gets 3x the steps of a discussion turn.

Same run: original ТЗ untouched, 20 task files + overview written and committed as their own commit, models per bot as configured, read-only bots had only Read/Glob/Grep, discussion prompts without the persona's report format and the closing prompt with it.

Tests: room-run 89, cli-tool-names pinned regex updated; whole suite green except task-backlog (fails identically on main here).

Not verified

The planner on its real engine (Sonnet 5 on the Subscription); the live runs used the API (nemotron-super) for it so no subscription message was spent.

… not a request); closing gets 3x steps

The second live run (real bots and gateway models) showed the planner, told "do not change any
file" in its discussion turn, writing its package anyway and using up its 20 steps before the
closing step began; the doubled closing budget (40) was then not enough for ~20 task files.

- The closer's discussion turn gets Read/Glob/Grep only, by the tool list (scopeFor); in the
closing step it has its full tools. Other writers are unchanged; with the closing step off, in
planning mode or on the Subscription engine nobody is held back.
- The closing step gets three times the steps of a discussion turn (a plan package of a dozen
or two files, each written and checked).
- Tests: room-run 89 (the closer's tools in both turns, an ordinary writer's, off/planning/
subscription cases, the tripled budget in the failure note), cli-tool-names pinned regex.
