Tier IV structure

The tier IV structure don't work with wither and reaply in chat controller at (-825,70,280) not valid for TIER 1 No valid primary controller at (-825,70,280)

I figured it out. I had to shift right click the air with my intern to set it to tier 5. it was on tier 1.
