Replace / rename IATI Registry link

Please can we change IATI Registry to IATI Dashboard

On this example:

https://d-portal.iatistandard.org/ctrack.html?&reporting_ref=GB-COH-04276635#view=act&aid=GB-COH-04276635-GPAF-INN037

The link would be

https://dashboard.iatistandard.org/publishers/act4africa/#p_files

Instead of:

http://iatiregistry.org/dataset/act4africa-activities

Note - this isn't the same pattern, as we dont have a specific endpoint to a file and its metadata, as we did with CKAN.

Hence, for now, we can link to the file listing for the publisher (pending links to specific file metadata in the dashboard --> @Bjwebb )

With upcoming changes to the Dashboard, I think we will have a page for each data file - correct @simon-20 @robredpath ?

We have the specific links to datasets on the Dashboard now, so this change can happen

Link for "IATI Registry" currently:

http://iatiregistry.org/dataset/undp-tha

Is now:

https://dashboard.iatistandard.org/datasets/undp-tha/

So, the rule is base URL is https://dashboard.iatistandard.org/datasets/ + the dataset shortname
