docs(security): migrate fallback contact to hikyo.app - #1105
Update the fallback address in disclosure policy, security.txt, workflow callers and fixtures. Preserve the original August receipt byte-for-byte in a dated record; the active new-address record remains pending with null receipt fields. Private Vulnerability Reporting remains primary. The seven-day acknowledgment and 90-day embargo rules are unchanged.
Before: Active policy and workflow callers used the former address and August receipt. After: The complete ten-path migration consistently uses the selected address. The historical receipt SHA256 remains 159adfcc4797325aff6b2fd875e3abd6e10553ce08294bb3f3fe93015f70ce84. The negative fixture requires the exact wrong-mailbox rejection.
Candidate 4cef5d6eafad064d50dc2d5494bc62a665247ede, tree c402d8f453ab02e62535724269f38c6e240df541, includes current main 4011da3b1c2929124b1b282bc6a3209c01c7e45d. The refresh is a signed merge of main; its complete PR diff is byte-identical to the previously reviewed migration.
Fresh complete-diff local feedback PASS: ShellCheck, pinned actionlint and docs content diagnostics. Fallback-channel and docs-live fixtures PASS. These fixture checks perform no live delivery or site qualification.
All three contribution commits have valid signatures and author-matching DCO. GitHub reports the refresh commit Verified; the original two commits were also verified.
Independent Standards PASS0 and Spec PASS0 on the exact candidate and tree above. Optional cross-provider review was not requested. Jev advisory found no untested-logic candidate; hosted merge proof was pending when evaluated.
Fresh hosted admission, current-base protected merge-group proof and actual merge remain PENDING. GitHub rejected original-head queue admission as expected despite a successful required context in its API. The refreshed head reruns normal checks with the same protections.
Prior full documentation/browser/PWA and OSS-policy checks retain their original source-byte binding. No live email, PVR submission, MX/HTTP probe, publication, deployment or disclosure-acceptance claim is included.
Merge Danger
Door: Two-way. The source change can be reverted; historical evidence is retained.
Blast Radius: Disclosure.
Release and quarterly fallback-receipt checks correctly refuse the active pending record until genuine address-bound receipts are recorded. Live-site publication and final source/artifact qualification remain separate.
Automatic benchmark not run: no performance-relevant changes. Manual requests remain subject to the budget.
Workloads are selected from this head's changed files when admitted.
Run benchmark
Use confirmed credit
Affected performance workloads run automatically. Go walltime runs require projected usage to fit the shared 600-minute allowance. Browser-only changes run the Matrix check without a Macro allocation. A maintainer can also tick Run benchmark for this head; documentation-only manual requests run representative Go and browser workloads. Narrow helpers and historical comparisons remain in daily/main diagnostic coverage. Go comparisons use the available daily main baseline on the same Graviton hardware; inherited partial-run results are not fresh measurements. Browser checks retain timing samples as run artifacts. This is optional and does not replace required CI. One walltime request runs at a time.
Automatic, daily and normal requested walltime runs share a 600-minute rolling 32-day allowance. Automatic PR admission also projects recent requested usage plus daily coverage over 32 days. Tick Use confirmed credit first to permit up to 156 extra minutes (about $5) over the last 32 days; account credit must be confirmed by an administrator.
The security contact changes from security@developwent.io to security@hikyo.app across disclosure materials, fallback-channel records, CI workflows, and validation scripts.

Summary
Disclosure contact and fallback evidence SECURITY.md, docs/site/public/.well-known/security.txt, release/repository/fallback-channel-test*.json
Disclosure contacts now use security@hikyo.app. The current fallback-channel record is pending with null send, receive, and message-hash fields. A dated record documents a passed test.
Release checks and test fixtures .github/workflows/docs.yml, .github/workflows/release.yml, .github/workflows/reliability.yml, scripts/ci/check-docs-live_test.sh, scripts/ci/check-fallback-channel-test_test.sh, scripts/ci/check-oss-policy.sh
Workflow arguments, fixtures, and policy checks now use security@hikyo.app. Existing test conditions and expectations remain unchanged.
The contact migration is mergeable after normal checks. Release qualification still requires genuine receipts for the new address; the pending record cannot satisfy that requirement. Adding a mismatched-mailbox test would strengthen coverage.

Add a mismatched-mailbox case to the fallback fixture suite.
check-fallback-channel-test.sh rejects a receipt whose address differs from the expected fallback address. No case in check-fallback-channel-test_test.sh passes a record with a different address. Removing that check would leave every case passing. Add a case that submits an otherwise valid passed record for a different mailbox and expects rejection. The record is otherwise valid, so the rejection comes only from the address comparison.

Review comment at @scripts/ci/check-fallback-channel-test_test.sh at line 22:
Add a negative case to the fallback fixture suite that submits the
otherwise-valid passed receipt for a different mailbox and asserts that
check-fallback-channel-test.sh rejects it; keep the expected mailbox and receipt
contents unchanged so the address comparison is the only reason for rejection.
